Minnesota boating safety practice

This free 3-question Minnesota pilot teaches a few safety concepts and shows explanations after each attempt. It is independent practice, not the official state exam, an approved course, or a route to a boater card. Check the state agency for the current rules and accepted providers before operating a boat.

For an official certificate, see the Minnesota Department of Natural Resources.

Who needs education in Minnesota?

Minnesota DNR's new watercraft operator permit law began July 1, 2025 and phases in by birth date. Since July 1, 2026 it includes operators born after June 30, 2000; on July 1, 2027 the threshold moves to June 30, 1996, and on July 1, 2028 to June 30, 1987.

DNR describes exemptions, supervised operation and youth restrictions. A short-term rental course is different from the ordinary operator permit. Check the vessel, operator's age and current DNR guidance before relying on an exception.

What does an official course cost, and what does this practice cover?

DNR lists a $34.95 one-time fee for an online course run by BOATERexam.com; that price is the named provider's offer on the checked agency page, not a fee for this free practice pack or a universal state fee. Confirm the price at checkout.

Use a DNR-recognized watercraft operator permit course or another path DNR accepts. The pilot here has only three questions and cannot issue a permit.

What will these 3 questions help you study?

  • The 2026 phase-in date: Check the operator's birth date against the current July 2026 threshold, not the later 2027 or 2028 groups.
  • Cold-water preparation: Wear a fitting life jacket before setting out. A sudden immersion leaves little time to find flotation.
  • Propeller hazard: Shut the engine off when someone approaches the stern or propeller; do not rely on idling in neutral.

This is a small sample, not a full exam blueprint. Review each explanation and its source after submitting. The Minnesota state overview and the official agency page cover more than these three topics.

Two short notes, followed by 3 original practice questions. This is not a full course.

Know the current phase-in

Minnesota's operator-permit requirement expanded on July 1, 2026 to adults born after June 30, 2000. It phases in further in 2027 and 2028. Exemptions and small-motor exceptions apply; use the DNR's current guidance for your vessel and situation.

Prepare for cold water

Cold water and an unexpected fall overboard can overwhelm even a strong swimmer. Wear a properly fitting life jacket and plan how to get back aboard before departing.
